Now that nearly every club in our league is in tier 3:  Are matches going ahead and if so, with or without fans ?


Club Official said earlier  "Still awaiting confirmation, hence no statement from the club".

At 4pm he said that there is a meeting of the alliance leagues happening now.

The FA is awaiting final confirmation from the DCMS on the new rules for non-league steps 3-6.
      I understand the following are likely:
 
      Clubs CAN travel between all tiers to train/play.  
      Tier 3 clubs CAN’T have fans.  

      Major challenges for serving food/drink in tiers 2 & 3.  


The FA has told step 3-6 leagues that it’s likely that clubs in tier 3 will have to play behind closed doors.‬‪
Financially many clubs may feel they can’t afford to play without income from fans.
‬‪It throws significant doubt on whether leagues & cups can restart from next week.‬



THE LEAGUE'S DILEMMA

Ilkeston and nearly all teams in our league are in Tier 3


It now seems probable that fans will not be allowed to watch matches at our level.

It is then possible that without fans, matches will not be played.

It is then possible that the season is abandoned until fans can return.

If this happens then we have to wait for restrictions to be lifted, allowing fans to return, before we can restart.

If a restart is delayed too long to be able to complete a normal length season then plan B may have to be introduced. (ie current results expunged then our league is split into two divisions of ten meaning 18 matches for each club followed by playoffs)

If there is not enough time for plan B then the season would have to be declared null and void just like the previous season.

Doesn't look good does it . Can't see us getting to a match before Christmas I am afraid . Then Christmas being relaxed in a way we might get a few games in ?
I can really see this season being cut drastically , to what though god knows .
I feel gutted for the clubs, their owners , the players , the staff ( paid and unpaid. And ( not going to say "more importantly" ) the fans !
I do feel really gutted for our owners as they done a fantastic job . They have done wonders at the ground with the up grades. Done wonders in getting the club running better . Done wonders in getting the everyone together . It's fantastic feeling of a community club.
Love it .
Gutted I can't get the new flag up and showing as well.

Northern Premier League, Southern League & Isthmian League to decide how to restart

Teams below National Leagues North or South have not played since 5 November.  Officials from the Northern Premier League, Southern League and Isthmian League plan to meet on Saturday to decide how to restart their seasonsLevels below the National League can resume from Wednesday but restrictions on fans and sale of food and drink may make it financially unviable for some.

Clubs in tier three must play without fans and tier two sides must shut their clubhouses unless used as restaurants. And anything bought as a takeaway would need to be consumed outside the ground.

England's regional tiers - for when the national lockdown ends on 2 December - were announced by the government on Thursday, with restrictions to be reviewed every two weeks.

Many leagues cut across different tier boundaries and, although exemptions have been granted for players and club staff to allow matches to take place, there is uncertainty over whether to restart or not.

Prior to lockdown, matches had been taking place with a limited number of supporters. While the Northern Premier League, Southern League and Isthmian League hope to come up with a joint plan, many leagues below that level are likely to push their planned restart back by a fortnight at least.

The Northern League, at step five and six of the non-league pyramid, has already suspended its league by a further two weeks - until 16 December - as 37 of its 40 clubs will be under tier three restrictions.


'We won't kick a ball without fans'

Though a decision has not yet been taken at step three and four, some club chairmen are steadfast in their belief that to play without paying fans and income from food and drink sales would be unsustainable.

"I've penned an email to all other chairman in the Northern Premier Division and many have said we'll stand together and not kick a ball without fans," Grantham Town chairman Darren Ashton told BBC Sport.

"We can get up to 7,000 capacity so we can easily socially distance, but we've got to have the bar and canteen open.
"They generate a lot of the money and without them open it's a token gesture [to allow a percentage of fans in]."

Peterborough Sports play in the Southern League Premier and their chairman Grant Biddle expects their season to be suspended, with a likelihood of the campaign once again not being completed. "Do you think much is going to change between now and March? I don't," he said. "I suspect we're going to get a foreshortened season with some sort of points-per-game formula."

Coincidentally most clubs had eight to 10 games of last season left when the first lockdown hit, and have all played eight to 10 games this season - the club said back in March to forget this season and focus on completing the 2019-20 season when it's safe, and it's baring fruit."

Non-league football is in chaos as officials try to wrestle with the impact of the reinforced tier system .

These restrictions have led many to question the viability of hosting games given the vast majority of income at that level is derived either from fans entering grounds or spending on food and drink inside them. In addition, at the higher level, some clubs have players and staff on furlough.

It is possible clubs will be able to access funds provided by the government but it is unclear whether this would be in the form of loans - which most would not want to take on - or grants, and what the regulations around them would be.

Leagues in northern England in particular have already been badly disrupted this season. In the North West Counties League, some clubs have only played two matches, while others have had seven.

In addition, there is uncertainty over Boxing Day fixtures as it is feared many volunteers will opt not to go to games given the relaxation of the rules around meeting family members over the Christmas period.

If most cannot afford to play without fans I cannot see any games happening till well after the New Year. Even if some clubs come out of tier three you will have many who won't.
One solution which may not go down well with everyone is for clubs to not be allowed to play their players full wages if any at all. If there was a wage cap of a very small sum every club would be in the same boat and there would be no poaching by the top clubs. This way any grants that might be available can pay for other running costs.You could even think of deferring a percentage of the players wages till crowds are allowed back in. Also I think if crowds were lowered from the 400 they had before you could socially distance more effectively.
The powers that be are going to have be creative to enable non league football to continue as a spectator sport in some form! I am sure it can be done!

Help from the 14mill fund is loans not grants mainly. So that won’t really help clubs

Unlike for the Arts where 87% of help is in grants. Double standards?

For me it’s simple. Bin this season. Start a half season in Feb. There’s no chance of getting this season finished - especially if Jan/ Feb is wet

So rather than cling to a remote hope - bin this season and play a half one. Better than to finish one half season than have two void seasons on the trot IMO

 Midland Football League: "The decision has reluctantly been made to suspend the restart of all League fixtures until 19th December. We will then review the decision again on 16th December once the government has reviewed their tier levels."  


I think this will be the action taken by most leagues

"However, should any club wish to suspend their own fixtures because of economic or health concerns then this will normally be acceptable."

 Step 3 & 4 clubs will meet on Tuesday evening at 7pm via zoom. The leagues will discuss the implications of the Government’s new tier system. Following the meeting, a vote will be taken on restarting the league.

Right now we have 31 league matches still to play.

If we were to restart playing by Saturday 20th December, there are 22 weeks until the 22nd May so it is just about possible play the 31 remaining matches before the season end date.

However, if we can't start until after 20th December or if we lose any more weeks after that, then the chances of completing a full season are very slim.

So, in my opinion, if we are not able to restart fixtures by 20th December then the League should make the decision to revert to the two division 18 match format.

The Northern Counties East League has suspended all league fixtures until January 2021 at the earliest.
The decision was made following an emergency management board meeting tonight.
80% of the League’s clubs said that they didn’t want to play behind closed doors.

The United Counties League will ‘allow clubs who wish to play, to do so’.
Some fixtures will therefore resume from Sat 5th December.
Clubs are split 50/50 over wanting to restart.
The board will review the situation after 16th December.

 People are interpreting the Step 3 & 4 leagues' statements in a variety of ways. In my opinion, they're 'holding statements'. No firm decision to postpone the restart has been communicated yet. The leagues appear to still be waiting for the FA to review/approve their decision.

The Northern Premier League has postponed all league matches scheduled for the 5th & 8th of December. This doesn’t affect FA Trophy fixtures.


So Stocksbridge Park Steels, (away) scheduled for Tue 8th December is off

Next scheduled match is Worksop Town (away) on Saturday 12th December

This was the earlier response by the Northern Premier, Southern and Isthmian Leagues


The Trident Leagues have issued this joint statement.The Clubs in membership of the Northern Premier, Southern and Isthmian Leagues (the Trident Leagues) met earlier this week to consider the challenges and issues brought about by the reintroduction of Tiers after the raising of the nationwide lockdown with effect from yesterday.The clubs were asked to vote on a proposition that the pause in fixtures be continued with a regular review in light of changes to the Tiers and/or grants becoming available. The total votes cast by the 224 Clubs show a substantial number of Clubs in agreement with the proposition (to suspend fixtures). The matter has been considered today and is subject to comment by The FA. A further statement will be issued in due course. 


From the above wording I would suggest that the majority vote was to play on but there was a significant  number of clubs who didn't want to.  

As the voting was close, the three Leagues reacted by offering a compromise of delaying the restart for one week rather than two weeks.

The wording is interesting! If it had been a clear majority to suspend surely they would have said that. A significant number could mean anything but probably means enough to make it awkward to try and force them to play on. A cynical view would be that teams whose start has not gone too well would want to suspend the season and teams at the top were raring to go. I am sure this has not happened and it is more down to which teams are financially fortunate enough can carry on without fans.
One interesting scenario would be to compare the amount of teams on tier three in each league and the number of votes cast for which ever option. Perhaps we will never know?

I was wrong about the vote result and the wait to restart goes on


The Trident Leagues have issued the following statement.

Following the statement issued by the Isthmian, Northern Premier and Southern Football Leagues yesterday, further clarification can now be given in relation to the voting following the Zoom meetings held by all 3 Trident Leagues with their Member Clubs to discuss the impact of the raising of the lockdown on 2nd December.
There were 224 Clubs voting across the 3 Leagues and of these 172 agreed with the proposition to continue the pause in fixtures, 51 disagreed and there was 1 abstention. Broken down by League, 57 Clubs in the Northern Premier League voted to agree with 4 disagreeing, 68 Clubs in the Southern League agreed with 14 disagreeing and in the Isthmian League it was much closer with 47 Clubs agreeing, 33 disagreeing and 1 abstention.

The “Agree” vote was therefore 76% and it has been agreed that the three Leagues will not sanction fixtures at this time.
It is intended that the situation is kept under review in line with Government review on the Tier allocations and restrictions. Accordingly, the next review is set for 16 December and then 30 December. It is the hope of all the Leagues that a date in January can be set for a return to fixtures with Clubs who wish being allowed to play before that date but this will not be until there is a change in the Tiers and/or some progress in the funding of the Clubs at this level.

The Government has allocated £25m to Sport England to fund Steps 1 to 6 of the National Leagues System, of which £14m is set for Steps 3-6 but is heavily weighted in favour of loans, not grants. The FA is working tirelessly with DCMS and Sport England to have the funding presented as Grants. However, these negotiations take time, and it is not expected to have an answer or clarification of details of even the loans until mid-January.

The deep concern of all involved in the NLS is that circumstances may mean that it is not possible to conclude the current format of competition in a manner in which promotion and relegation can be achieved throughout the whole pyramid with Step 2 being brought up to 48 Clubs and Step 4 brought up to 240 Clubs.

If, therefore, no progress is made by the Government on the Tiers in either of the two December reviews, it is the intention of the Alliance Committee to circulate those concerned with a survey to gather the views of the Clubs as how best to finish the season. Options will include an alternative format competition and extending the season possibly into June 2021. However the implications of all such proposals will involve the cost of players contracts and the ability of some clubs to continue playing because of other issues of grounds and the need to prepare grass pitches for the following season.

The Leagues are mindful of the needs of all Clubs and are striving to find a solution which is fair to all.



So for the time being we left without a restart date.

The government's new tier system has cut off many of non-league's crucial revenue streams.

Clubs in tier three areas are unable to host fans and those in tier two must shut their clubhouses unless they can serve a substantial sit-down meal.

The decision to suspend all 11 divisions across steps 3 and 4 brings into question whether all of this season's fixtures will be played.

While the situation will be continually reviewed, there would need to be a significant number of regions downgraded to a lower tier, or some extra financial help, for the leagues to restart.

The government has earmarked £14m of financial support for non-league clubs at steps 3-6, however, the majority of this is understood to be through loans rather than grants. Clubs are not expecting this funding until January at the earliest.

The leagues may now have to start considering alternative ways to conclude the campaign to achieve the promotions and relegations necessary for the FA's planned restructure of non-league football.

The FA’s Alliance & Leagues Commitees have put forward a request for a change in regulations to allow the season to finish in June. The aim is to give Step 3-6 leagues the option to play in June, should the need arise. The FA Board & FA Council will now consider the request.
 

After last season's abandonment, it  seems that there is a determination to play out this season in whatever way in order to achieve promotion and relegation so that the delayed non-league re-organisation can go ahead as planned.

So as things stand the earliest date we can restart is now Sat 19th December, home to Kidsgrove and that depends on us coming out of Tier 3 on 16th December. 

If we don't restart by 19th December there's a possibility that the League will revert to Plan B, ie the abandonment of results so far and switch to a 18 match format. ie split the 20 teams into two groups of ten who play each other home and away followed by playoffs to decide promotion and relegation.

Northern Premier League Latest


All league matches up to and including Saturday December 19 have now been postponed.


Following on from the announcement last week, about the Trident Leagues and its clubs voting to continue the season pause, the NPL confirmed that all league games on December 5 and 12 had been postponed, and this has now been extended until at least December 19.However, please note that if in the interim, the Government make any changes to the current Tier restrictions that allows the return of fans to all NPL fixtures, the league will approve the reinstatement of any scheduled matches where both clubs are in agreement.


Yet another setback to restarting. The above statement means that the earliest date for a possible restart now looks like being Boxing Day when we're scheduled to play Carlton away.

On the ever-changing subject of when we can re-start fixtures; we have some optimistic news today 
 


 The FA@FA   We have today received approval for a limited return of home spectators to be permitted at 'non-elite' clubs competing in the National League System, Women’s Football Pyramid and @BuildbaseUK #FAVase if they are situated in Tier 3 areas.


Great news, the FA have announced today the return of HOME spectators.   it’s understood home clubs are permitted up to 15% of their capacity but the clubhouse must remain closed. More details to follow but positive news for the restart of the league .

Following the latest guidance from the FA, these are the new capacity limits for non-league steps 3-7:  



So for Ilkeston, whilst we remain in COVID Tier 3, the crowd limit will be 200 

If we move to
COVID Tier 2, then the crowd limit will be 400

FA Statement On Fans Return

Approval to admit limited spectators to fixtures.

The FA has today received approval from the Department for Digital, Culture, Media & Sport (DCMS) for a limited return of home spectators to be permitted at clubs competing in the National League System (NLS), Women’s Football Pyramid (WFP)and Buildbase FA Vase if they are situated in Tier 3 areas.

The FA has worked continuously alongside the DCMS, Sports Grounds Safety Authority and leagues to gain approval and clubs competing in Steps 3-6 of the NLS, Tiers 3-6 of the WFP and Buildbase FA Vase that are situated in Tier 3 areas are now permitted to accommodate home spectators up to 15% of their capacity in line with Stage 1 of The FA’s respective guidelines for the NLS or WFP.

A limited return of home spectators up to 15% of capacity will also be permitted in the Buildbase FA Trophy if the fixture is between two ‘non-elite’ clubs (clubs at Steps 3-4 of the NLS) in a Tier 3 area. All fixtures in the Buildbase FA Trophy that involve an ‘elite club’ (clubs at Steps 1-2 of the NLS) in a Tier 3 area must remain behind closed doors in line with the UK Government’s return to ‘elite’ sport guidance.

Prior to admitting spectators, clubs competing in Steps 3-6 of the NLS, Tiers 3-6 of the WFP, the Buildbase FA Trophy and Buildbase FA Vase which are situated in Tier 3 areas are strongly advised to liase with their respective Local Authority for agreement on capacity limits.

It is extremely important that spectators remain in their household or social bubble in groups of six, do not mix with any other spectator groups, or travel between Tiers to attend fixtures, as enforceable by law. If breaches of spectator limits or social distancing are reported, clubs and leagues may face returning to fixtures being held behind closed doors.

Under UK Government guidelines, bars, pubs, cafes and restaurants in Tier 3 areas must be closed, except to sell by takeaway or click-and-collect, and this remains the case for clubs competing in Steps 3-6 of the NLS, Tiers 3-6 of the WFP, the Buildbase FA Vase and Buildbase FA Trophy with clubhouses in Tier 3 areas.

Clubs competing in Steps 3-6 of the NLS, Tiers 3-6 of the WFP, the Buildbase FA Vase and Buildbase FA Trophy that are situated in Tier 1 or 2 areas remain permitted to accommodate a phased and limited return of spectators if they continue to follow the UK Governments’ latest guidance on COVID-19 and The FA’s respective guidelines for the NLS or WFP.

Regional NLS Feeder Leagues, Tier 7 of the WFP and outdoor grassroots football also remain permitted to accommodate socially-distanced spectators but must follow the UK Government’s ‘rule of six’ and guidance on restrictions in certain tiers.

The change in rules comes into effect immediately. Fans are still advised not to travel in/out of tier 3 areas to watch sport. There are still significant financial challenges for non-league but I'd expect suspended leagues to now reconsider whether they can restart.
