The difference between the points scored between the top and bottom teams in each league indicates that the Northern Prem is the most competitive as the points difference between top and bottom is much smaller than in the other three leagues.
Northern Prem points difference is approx half that of the other leagues

I did the exercise again using the top two and bottom two teams (which I thought may be fairer) but the result is very similar

Thought I'd try to question this... so looked at points between promotion spot and the top (current) relegation spot... Thinking this would rule out the shocking team/season factor.
SPC 75 to 32 = 43
SPS 76 to 34 = 42
IP 80 to 31 = 49
NPL 62 to 31 = 31
A bit closer than above, but it seems Matchman has called it right..!

I guess we all knew that the Northern Prem was more competitive than the Southern area Step 3 leagues without me wasting a couple of hours trying to prove it.
